It shapes the plot, influences the characters, and has its own moods and mysteries.
Characters are often archetypes in reaction to their world: the rebel against a tyrannical regime, the conservator of a fading magic, the explorer of unknown lands. The most memorable fantasies are those where you can't imagine the story happening anywhere else; the setting is that inextricable from the narrative.
The reformed villain trying to atone is a classic for a reason, but only when it's done well. It can't just be a switch flip. I need to see the daily struggle, the mistrust from others, the temptation to fall back on old, easy cruelties. That internal war is the real story.
