Could it be alchemical? Not a forging, but a transmutation. Turning base iron into this special alloy requires adding a 'philosopher's stone' made from a dragon's heart (fire) and a frozen star fragment (ice). It sounds silly when I say it out loud, but magic in ASoIaF often has a quasi-scientific, alchemical flavor to it.

I'm more interested in who could do it. Gendry's a great smith, but does he have the magic? Maybe it requires a Smith with a capital S—a divine touch. Or a Targaryen blacksmith who's also a warg?
