It's seven books, but it's the complete story of Katie Chandler, a normal girl in a world of wizards in New York City. The romantic subplot with the wizard Owen is sweet and develops over the series, and the final book provides a lovely, low-stakes happy ending for all. It's like a romantic comedy in a fantasy wrapper, and you can read the whole story start to finish.
Don't overlook older series! They often have the advantage of being complete. A perfect example is the 'Twilight of the Gods' trilogy by Jessica Drake. Wait, no, that's not right. Let me double-check... I'm thinking of 'The Last Hour of Gann' by R. Lee Smith, but that's a standalone. Hmm. My memory's failing me on the author's name for that trilogy. This question has me scrolling through my Kindle library with a critical eye. So many series I loved used cliffhangers as a crutch. One that didn't, I think, is C.S. Pacat's 'Captive Prince' trilogy. Now, huge content warnings for the first book—it's dark and controversial. But from a structural standpoint, the trilogy is a single, continuous political and romantic story split into three parts.
While the overall story isn't complete until book three, each book ends at a natural pause point in the narrative, not a manufactured cliffhanger. The tension comes from character dynamics, not from physical peril at the last second. The ending of the trilogy is famously conclusive and satisfying.
My recommendation is the 'Elemental Legacy' series by Elizabeth Hunter. It's a spin-off from her 'Elemental Mysteries', but you can start with the first book, 'Imitation and Alchemy'. It's a complete series following a vampire thief and his human partner.
