Are you in the UK? If so, BorrowBox is fantastic and works exactly how you described. My local library partnership gives me access to their whole collection. The app itself is pretty smooth, and I love that my progress syncs between the ebook and audiobook versions of the same title. It's not perfect—the UI can be a little clunky sometimes—but for a free service funded by libraries, it's incredible.
Someone in a book subreddit mentioned BookBub to me for free/discounted ebooks, and I pair that with library audiobooks. You get daily alerts for deals in your preferred genres. It's more of a discovery tool than a reading app, but it feeds my Libby wishlist with things I might want to borrow later.

I keep a list in my notes app of 'Free Audiobook Sources'. LibriVox, Loyal Books, the podcast method, YouTube channels like 'Greatest AudioBooks', and library apps. For ebooks, it's Project Gutenberg, Standard Ebooks, library apps, and Kindle freebies. I don't rely on one app. I have a folder on my phone called 'Reading' with Libby, Kindle, Play Books, and Podcast Addict. Each has its purpose. This decentralized method is chaotic but ensures I always have something to read or listen to, for free.
The search function is an underrated differentiator. Libby's search feels a bit clunky—it's hard to filter by 'available now' for audiobooks only. Kindle's search across its store and your library is seamless. When I have a specific title in mind, I appreciate an app that lets me find it (and see if it's included in my subscription) in two clicks.
Spotify has entered the chat for audiobooks, but their free tier is limited to 15 hours per month for audiobooks, I think? And you'd still need a separate app for ebooks. So not a unified solution. Honestly, the lack of a perfect, singular app is probably due to licensing costs. Producing or licensing an audiobook is expensive, so companies aren't rushing to give away that and the ebook in one bundled, free package. The library apps work because libraries pay for those licenses upfront. That's why they're the only game in town for this specific, totally free combo.
