The rule change back at the very end: '...only one winner may be crowned.' This is the ultimate betrayal and the final test. It proves the Capitol’s word is worthless. Survival, they learn, is a game where the rules exist only to maximize suffering and drama. Trusting in a promised safe path is the greatest vulnerability.
This moment forces Katniss to invent a third option—the double suicide with nightlock. It’s the ultimate defiance of the Game's binary logic (live/die, winner/victim). She finds a way to 'survive' that also threatens to destroy the entire premise of the Games. It shows that sometimes, the only way to truly survive a rigged system is to refuse to play by its rules at all.
