Honestly, the middle books are the strongest. 'Deception on His Mind' and 'In Pursuit of the Proper Sinner' are fantastic. But their power comes from the history built in the earlier novels. Seeing Havers operate outside her usual structure, or watching Lynley grapple with the fallout from previous cases, adds layers a new reader would miss. The payoff is in the continuity.

The series evolves so much. The early books are very much classic English village mysteries with a modern psychological edge. Later on, they become denser, longer, and more focused on the personal turmoil of the recurring cast. If you start with a later one, like 'What Came Before He Shot Her', you'll get a completely different vibe—it's a huge departure. For consistency, begin at the beginning. You'll see the author's style mature along the way.

A contrary opinion: I read 'A Traitor to Memory' first and was utterly captivated, even confused. It made me want to go back and piece together how these people got to this point. Sometimes starting with a later, more complex book can create a fascinating puzzle-box experience. You unravel the character histories backwards. Not for everyone, but it worked for me as a unique way to engage.

I read them completely out of order based on what was available, and I deeply regret it. I had major events spoiled for me because I read a later book first. The series has huge, life-altering plot twists for the main characters. Do yourself a favor and follow the list. It's a major commitment, but it's the only way to get the full, intended effect.

As a longtime fan, I'd suggest publication order with one small tweak: maybe skim the summaries of the first two if you find them slow. 'A Great Deliverance' is essential for Havers' backstory, but it can be a dense first read. The series hits its stride a few books in. The character work is so serialized, though, that you really can't skip anything major. Even the subplots with Simon and Deborah matter. It's a tapestry.
