I've never had a problem. My family shares one Amazon household, and my spouse and I both have our own Kindles and phones on the account. We can both download the same KU book to our respective devices for offline reading. It shows up in both our libraries. Progress doesn't sync between our profiles, which is good. It's like we each borrowed the same library book separately. So multi-device definitely includes different devices used by different people under the same account umbrella.
