Honestly? Publication order is safest. Cassandra Clare's universe is so interconnected that reading chronologically by story timeline is a headache waiting to happen. For 'Chain of Gold', just read the books as they came out: the 'Infernal Devices' trilogy, then move into 'The Last Hours' which begins with 'Chain of Gold'. The short stories and novellas are supplementary; you can loop back for them. I tried the 'perfect' chronological order once and spent more time cross-referencing than actually enjoying the narrative flow. The main trilogy gives you enough to work with, and the extra material feels more like rewarding deep-cut lore for later.
