Her romantic subplot is a minor part of her larger trauma and political struggle. That resonates with a lot of readers who find overly emotive heroines less relatable.
Or it could be someone like Cecilia in 'The Last Hour of Gann' by R. Lee Smith (extreme content warning), whose strength is a brutal, pragmatic will to survive an alien planet. That book is dark sci-fi horror with a central relationship that's profoundly disturbing yet compelling. It’s not for everyone, but the heroine's resilience is the entire story. Context matters so much.

This might be controversial, but some of the best 'strong heroine' writing is in fanfiction that deconstructs canon. Stories that take a sidelined or poorly written female character and give her agency, intelligence, and a compelling arc. I'm gonna take a different tack and suggest looking at romance novels written by men, or with a male co-author. The perspective shift can be interesting. 'The Time Traveler's Wife' by Audrey Niffenegger (though not by a man) has a very grounded, almost clinical male POV alongside Clare's more romantic one. Clare is an artist who is defined by her patience, her creativity, and her unwavering love, which is a form of immense strength.
She spends her life waiting for a man who disappears randomly from time—that requires a profound inner fortitude. The novel explores the romance from both sides in a way that feels less like a traditional 'romance novel' and more like a literary exploration of a bizarre relationship, which might appeal to readers wary of the genre's conventions.

Hmm, not sure if this counts, but I read a lot of progression fantasy and web novels where the female lead starts weak and gains immense power through sheer grit. Something like 'Azarinth Healer' on RoyalRoad. The heroine, Ilea, gets isekai'd and chooses a healing class, but she basically turns it into a brawler build through endless training and near-death experiences.
She becomes one of the most powerful beings in the world entirely on her own terms. There are relationships, but they're secondary to her obsession with growth and fighting stronger monsters. It’s a power fantasy, sure, but the focus is on her independence and her journey. The romance, when it happens, is with someone who can keep up with her, not define her.
