I disagree with the premise that they're the primary shaper. I think TV and film adaptations have a much larger role in defining what the public thinks sci-fi is. 'Black Mirror' is essentially a high-profile short story collection, and its influence is undeniable. But for every 'Black Mirror', there are a thousand brilliant written collections no one outside core fandom ever hears about.
So maybe the question is about genre innovation within the literary community versus popular culture. Within the lit world, yes, collections are vital. For mainstream genre evolution, visual media picks and chooses from that pool of ideas and runs with it.
