If you read a book on a device that's completely offline for days, then reconnect, it will sync that progress up to the cloud when it gets a connection. But it might cause a conflict if you also read on another online device in the meantime. The 'last write wins' rule applies.
The sync is brilliant for series reading. I finish a book on my Kindle, and when I buy the next one in the series on my phone, the app often opens right to the first page without any fuss. It feels like turning a page in one giant book rather than switching between separate files.
My anecdote: was reading a thriller on Apple Books on my iPad, got to a cliffhanger, had to leave, opened my iPhone on the train... and it was three chapters back. I had to skim to find my spot. Never had that heart-dropping moment with the Kindle app. That single experience made me switch back for anything I'm seriously invested in.
