From what I've seen in "My Hero Academia", I can say Ochaco, in fact, actually loves Deku. To be fair, this aspect of the story gradually comes into focus with each season that follows. When Deku saved Ochaco in the entrance exam he had planted the seeds of admiration in her heart. The things she was doing - her attitude, little gestures tell everything about her blossoming feelings for Deku.

Her pulses raced slightly when he was close she looked at times like she was lost in dream and blushed too--it was not hard to understand this was what Ochaco felt. But H: No, the show never says it definitely. I personally really appreciate this type in animated works because it adds another layer of romance to the super heroic actions.
