In this long-running series there are hundreds of named characters, but as far as I know from my best knowledge and research, the character 'Uta' doesn't seem to exist either in the 'One Piece' wiki, or any of the volumes and anime episodes I've checked so far; maybe it's an OC (Original Character) created by fans, or there's a name mix-up with another character. With new stories and characters being added continuously, the 'One Piece' universe is ever-expanding. Another blunder that the updates followers have noticed.
