I went through this exact search a while back. Netflix definitely has the English dub as part of its 'Digimon' collection. For the original Japanese version with subs, digital storefronts are the only consistent legal route I found—Vudu, Microsoft, Apple. It's fragmented, but at least the options are there. I ended up renting it on Prime Video because it synced easily with my TV. The search made me appreciate when platforms just license a whole series outright.
It's on Amazon Prime Video for purchase or rent in most regions, both sub and dub. Google Play Movies & TV and YouTube Movies usually have it too, same deal. Honestly, sometimes just buying it ends up being less hassle than hunting through all the subscription services, especially for a single movie-length chapter. The quality is consistent, and you own it.
Check Netflix first for the dub. If you want the sub, digital purchase via Apple TV or Google Play is reliable. The licensing for these older Digimon movies is all over the place, so those are your safest bets.
Finding 'Digimon Adventure Tri Chapter 4' legally has gotten a bit easier over the years, but it's still not all in one place.
