The city of kai is not just a large city; it is a hub of business, virtually any kind of business you could ever think of. Some people say it is a place to prosper, a truly prosperous city. Meanwhile, others fear to even step foot there, claiming it is a place of terror and death. While some make use of every opportunity to get rich, some others run on the mention of this city but one can easily acquire wealth in this city.

THE RAMIAN EMPIRE.

The Ramian empire is the powerful authority that rules this city, their rise to power overthrew the old government; in this place, the previous government does not function . There is only the Empire.

THE RAMIAN EMPIRE IS THE LEADER OF THE PEOPLE. IT IS A PROSPEROUS RULERSHIP AND THE PEOPLE ENJOY WEALTH AND STATUS. BUT THERE IS ALWAYS A PRICE TO PAY, NO ONE GOES AGAINST THE EMPIRE.

In this powerful city, one can easily accumulate wealth through various means and climb the social ladder,but status is strictly ranked.

First, there is the lower class status, meaning you have wealth but it is nothing compared to the middle class status. The middle class in turn, is nowhere near the upper class status.

Beyond these three standard status, you find the elite Ramian Empire Wealth class.

This elite status is further categorised into three special distinctions.

THE RAMIAN EMPIRE WEALTH CLASS

THE RAMIAN EMPIRE WEALTH AND AUTHORITY CLASS

THE RAMIAN EMPIRE WEALTH, POWER AND LEADERSHIP CLASS. (THE R.E.W.P.L). No one is qualified for this status except the supreme leader of the Ramian empire.

Each status tier requires a license and every family is registered under one.

One can not legally live in this city if they are not registered. The category of status licenses are awarded strictly based on the level of wealth and power one possesses.

The Supreme ruler of the City of Kai and the head of the Ramian Empire, Sultan Drexter Rosman.

In a chaotic city like Kai, showing your face means a death sentence. Sultan Drexter Rosman figured that out early,turning his complete absence from the public eye into his deadliest weapon.

To the average citizen and even to the low ranking soldiers, the sultan is more of a ghost than a man but everyone is aware he is a ruthless man. He reigns from the deep, heavily fortified inner sanctum of the Ramian Empire.

When he hands down a decree or orders an execution, he passes it through a tiny circle of fiercely loyal elite lieutenants.

Because of this, the streets of Kai are a breeding ground for terrifying rumors. Some people swear his face was completely mangled and scarried during the bloody coup that overthrew the old government. Others whisper something far more unsettling that his eyes are cold, unblinking, and capable of reading the treachery in your mind before you even open your mouth.

This total mystery has elevated him from a simple mafia dictator to a living myth. He is not just running things; he is a suffocating force. Word on the streets is that on rare occasions he actually steps into a room, the weight of his presence is enough to make a seasoned, cold blooded warlord drop to their knees in terror.

But Drex is not just a brute hiding behind heavy artillery and an army of enforcers. He is a terrifyingly sharp strategist who treats the city like a grand chessboard. He does not tolerate weakness.

As far as he is concerned, The City belongs to the Ramian Empire by blood and conquest, and anyone who steps out of line is permanently erased.

Long before the current regime took hold of power, the city of kai was a playground for two hyper violent, military grade mafia organisations; The Ramian Empire and The Sovereign Syndicate.

Back then, neither side cared about politics. They were rival war machines that brought terror to the streets, running massive syndicates, commanding private armies and trading heavy gunfire. The old puppet government was completely helpless as these two titans tore the city apart fighting for dominance.

The head of the sovereign syndicate; Malakai Lucian Alistair , did not build the sovereign syndicate by just signing papers; he built it by matching the ramians blow for bloody blow in the streets during the old days. He has the raw physical power and violent capability to stand toe to toe with Sultan Drexter Rosman. Malakai Lucian Alistair possesses every ounce of explosive terrifying battlefield rage.

But the Ramian Empire played the ultimate card, under the ruthless strategy of Drexter Rosman, the Ramians launched a massive operational attack that completely overturned the old government.

They did not just conquer the streets; they grabbed the entire system by the throats, declared themselves the official leadership of kai.

Taking the throne did not mean their rival vanished. The sovereign syndicate was too powerful, too heavily armed and far too deeply entrenched to be wiped off the map. A war to totally eliminate them would have left the entire city in ashes. Therefore, a mutual understanding was born out of survival. Two rival mafia empires that evolved into a shared official government over Kai.

Today, kai operates under a deeply unsettling political truce. In the official government halls and ministries, these two terrifying entities face each other across boardroom tables like legitimate opposition parties. On paper, they are government officials debating laws and city infrastructure. In reality, everyone in the room knows they are looking at cold blooded warlords in tailored suits. The Sovereigns openly function as the recognised opposition party, legally holding onto their territories, and firepower right under the ramian nose.

This makes the city a ticking time bomb, held together only by the terrifying shadow of sultan Drex Rosman. He is the most dangerous leader in the city, using his sharp lethal mind and authority to keep the sovereign opposition cornered in a constant state of political and military brinkmanship.

AT THE GRAND COUNCIL CHAMBER OF THE RAMIAN EMPIRE.....................

An official meeting between the Ramians and the sovereigns.

The grand council of the ramian empire was built to make people feel small.

Black stone walls climbed towards a vaulted ceiling veined with steel, while banners bearing the crest of the Ramian Empire hung in absolute symmetry. At the center of the chamber stretched a single obsidian table, so highly polished it reflected like a mirror.

On one side sat the Ramian ministers, in their dark military uniform.

Across from them sat the sovereign's delegation.

Expensive suits. Measured expressions.

Carefully rehearsed diplomacy.

Among them sat Damian Caspian Alistair.

There was no hiding who he was.

Every Ramian in the chamber, from the guards posted beside the doors to the generals seated closest to the head of the table knew exactly whose blood flowed through his veins.

Brother of Malakai Lucian Alistair.

Second in command of the sovereign syndicate.

A prince seated in enemy territory.

Damian rested his hands on the cool surface of the obsidian table, his expression composed, almost detached. Only he knew how tightly his chest had become.

Every breath was calculated.

Every glance was deliberate.

If war erupted inside this chamber, he would be the first man executed.

And with him would die months of preparation. Months spent building a new strategy for Lucian.

Months sacrificed before the game had even truly begun.

The silence shattered.

"This Daylight Surveillance Act is absurd!" Minister Vargas slammed his leather ledger onto the table so hard the sound echoed through the chamber.

He rose to his feet, glaring across the table at the Ramian Minister of Security.

" Section four of the treaty guarantees sovereign autonomy over those docks," Vargas said, his voice thick with restrained fury. "This isn't about security. It's a power grab."

The Minister of Security folded his hands together. His expression never changed.

"Autonomy," he replied calmly, "does not place your territory beyond the Sultan's authority." His eyes drifted briefly toward Damian. "If the state determines the docks have become a security threat , our soldiers will secure them."

Vargas laughed bitterly. "If your troops step foot on those docks, the agreement dies today."

Damian did not move. He watched vargas carefully.

Too emotional. Too loud. Too reckless.

One wrong sentence ...

One misplaced hand....

One frightened guard....

One threat to the Ramains .....

....and this room would become a slaughterhouse.

Then. A deep metallic groan rolled through the chamber. Everyone stopped.

The massive double doors at the far end of the room unlocked with a heavy mechanical clang.

Steel shifted against steel. The doors began to open.

Conversation died instantly.

Vargas froze mid breath, even the guards seemed to stiffen.

The only sound remaining was the quiet hum of the ventilation system.

Then he entered. Sultan Drexter Rosman.

A long armored greatcoat concealed most of his towering frame, the heavy fabric whispering against the stone with every measured step. His face remained hidden beneath a deep black hood that refused to reveal even the outline of his features.

No one greeted him. No one dared.

The temperature in the chamber seemed to fall with every step he took.

Drexter ignored the ministers.

Ignored Vargas.

Ignored every soul in the room.

His attention settled on only one man.

Damian.

Every eye followed the sultan's gaze.

They all understood what it meant.

The Sultan knew exactly who sat at his table.

When Drexter reached the head of the chamber, he placed one scarred leather glove upon the obsidian surface.

The room remained frozen.

"You speak of..." His voice emerged little more than a whisper, rough as stone dragged across iron. "...mutual agreement?"

Vargas swallowed hard.

His confidence evaporated.

"S-Sultan... we were only discussing the legal limitations of the—"

"The treaty," Drexter interrupted softly, "guarantees that you may sit at my table."

"It does not guarantee that you may dictate the future of Kai."

No one moved.

No one even shifted in their seat.

"You are the opposition," Drexter continued. "You oppose the law."

His voice never rose.

"You do not write it."

The words settled over the room like fresh snow.

Cold. Silent. unavoidable.

Then the Sultan turned.

Slowly and deliberately.

Toward Damian.

Every Ramian minister watched with quiet anticipation.

Several guards subtly adjusted their grips on their rifles.

No commands were given.

None were needed.

Drexter stepped closer until only the width of the table separated them.

He leaned forward.

"The docks will be secured," he whispered.

His words were barely audible.

Yet they seemed to echo from every wall of the chamber.

"If the Sovereigns wish to remain an official party within this government, they will allow my officers to pass without resistance."

A heartbeat passed.

"If they refuse..."

The chamber seemed to hold its breath.

"...then the meaning of mutual agreement will become total war."

Damian met the darkness beneath the Sultan's hood without blinking.

Drexter's voice dropped even lower.

"And I assure you, Alistair..."

"...your brother's autonomy will be the first thing I erase."

The whisper lingered between them like the edge of a drawn blade.

"Tell Lucian..."

Another pause.

"...his shadow cannot hide him from my soldiers."

The Sultan remained perfectly still.

"Is that clear?"

The silence that followed was absolute.

Damian slowly reached for his ledger.

The soft click of its cover closing sounded unnaturally loud in the motionless chamber.

His face revealed nothing.

No fear.

No anger.

No hesitation.

Only the calm expression expected of a diplomat.

Inside, however, his thoughts raced faster than ever.

Lucian had to know.

Immediately.

Because Sultan Drexter Rosman had just done more than threaten the Sovereign Syndicate.

He had declared that the next move belonged to him.

And if Lucian answered incorrectly…

Kai would burn.

The Southern docks of Kai were never meant to feel like a battlefield.

By daylight, they appeared almost ordinary steel cranes moving with mechanical patience, cargo ships docked in disciplined rows, workers in reflective vests moving containers with practiced efficiency. The rhythm of commerce gave the illusion of order and Of peace.

But that illusion was the point.

Because beneath the surface of that order, the docks were something far more dangerous.

They were a promise written in ink and blood.

A promise made years ago when Sultan Drexter Rosman became the absolute ruler of kai.

The Sovereign Syndicate had not been crushed.

That would have taken too much time, too much fire, too much ruin.

Instead, they had been contained.

And the docks had been the price of that containment.

A concession.

A controlled wound was left open so the body of Kai would not rot.

Under the original treaty, the Sovereigns were granted legal control of the entire southern dock district. In return, they accepted the Sultan’s oversight of the rest of the city. It was a fragile balance, held together not by trust, but by necessity.

At first, it worked.

The Sovereigns operated openly within their boundaries. Cargo flowed. Taxes were collected. The Ramian state kept watch from a distance, confident that visibility meant control.

And Drexter allowed it.

Because control did not always mean interference.

Sometimes control meant waiting.

But waiting always came with a cost.

Now, years later, the docks no longer felt like a concession.

They felt like a mistake that had learned how to hide itself.

The first signs were subtle.

Shipping manifests that didn’t align with cargo weight.

Vessels arriving with declared imports that didn’t match their draft in the water.

Workers assigned to night shifts who never appeared on morning rosters again.

At first, the Ramian analysts dismissed it as Standard inefficiency. The kind of rot that came with any large autonomous system.

But Drexter did not dismiss anything.

He observed.

And what he saw began to form a pattern that was too clean to be accidental.

Too deliberate to decay.

The docks were still functioning as a trade hub.

But they were also doing something else.

Something hidden inside the functioning.

Something layered beneath legality.

And at the center of it always, quietly, invisibly was the name that never needed to be spoken aloud:

Malakai Lucian Alistair.

That was when Drexter stopped calling it oversight.

And started calling it preparation.

Now, in the deepest hours of night, the docks transformed.

Shadows gathered between containers like living things. Doors that should have remained sealed opened and closed without documentation. Beneath the official harbor, where no public record admitted any construction existed, something vast moved in silence.

Not a warehouse. Not a single operation. A network. Of routes. Of exchanges. Of movement that did not belong to trade.

Cargos marked as industrial machinery passed through inspection without ever being fully opened. What looked like sealed components left the docks and arrived elsewhere in Kai with no visible chain of custody.

And people, men and women with no permanent identification entered the district under one name and exited under another that did not exist in any Ramian registry.

It was not chaos. It was designed.

A design that did not announce itself as rebellion.

It behaved like infrastructure.

And that was what unsettled Drexter the most.

Because the rebellion was loud. It revealed itself. It broke rules and invited a response.

This did not. This adapted to rules, It used them.

Bent them into shelter.

INSIDE THE RAMIAN EMPIRE..........

Inside the Ramian Empire, maps of Kai spread across black stone tables, illuminated by pale tactical light. Drexter stood over them in silence, hood drawn low over his face, as reports gathered like falling ash around his authority.

“No confirmed weapons transfer,” one officer said carefully.

“No direct proof of militarization,” said another.

“Only anomalies,” a third added.

Anomalies.

The word irritated him more than contradiction ever could. Because anomalies were what remained when certainty had been removed too carefully to trace.

Drexter reached out and placed a single marker on the dock district.

Not a red warning. Not an alarm. A claim.

Around him, the chamber waited for instruction. But Drexter did not give one immediately.

Instead, his voice came low, measured, almost reflective.

“I gave them space inside my city,” he said.

No one responded.

“They turned that space into silence.”

A pause.

Then, quieter:

“And silence is never empty.”

He straightened slightly, the hood casting a deeper shadow across whatever lay beneath it.

“If Lucian Malakai is building something there,” Drexter continued, “then he is not building for trade.”

The officer beside him hesitated.

“Then what is he building, Sultan?”

Drexter’s answer came without hesitation.

“A second city.”

The words settled into the room like something already decided.

Because that was the truth forming in his mind now not as an accusation, but as a conclusion.

A city within a city.

Governed differently.

Hidden in plain structure.

Protected by legality.

And designed to survive the moment it was no longer allowed to exist.

And in that realization, the docks stopped being a district.

They became a threshold.

If Drexter moved too early, he would ignite a war on suspicion.

If he moved too late, he would be fighting a structure already complete.

Either way, the treaty no longer mattered in the way it once had.

Because treaties were built for balance.

But Balance no longer described Kai.

Only pressure did.

Only time.
