Barnes and Noble has had those exclusive illustrated editions in their 'Barnes and Noble Collectible Editions' line for a while. I remember seeing a gorgeous one with art by Charles Santore maybe two Christmases ago. It had that textured cover with foil stamping. They tend to do these for classics around the holiday season as gift items.
Stock seems to rotate though, so if it's not on the shelf right now, it's worth checking their website or asking in-store. Sometimes they bring back designs. They often feel a bit more substantial than a regular hardcover, but they're not ultra-limited, numbered prints or anything. Still nice for a fan who wants a prettier version than a mass-market paperback.

Just checked online for you. They currently list a 'Barnes & Noble Leatherbound Classic' edition of 'The Wonderful Wizard of Oz'. Green cover with gold detailing, ribbon bookmark, the whole classic leatherbound look they do for a lot of public domain works. It's priced around twenty-five bucks. That's the main 'collector' style they consistently carry. It's more about the unified leatherbound collection aesthetic than being a singular, special 'Wizard of Oz'-only artifact.
