The balancing act happens in the story, not on a spec sheet, because she has to constantly choose between being effective and safeguarding her own sense of self.

Man, the key is remembering that a quirk is just one part of a person. I see so many OCs where the quirk is a crazy-combination superweapon, but the character is a cardboard cutout. Think backwards. That friction between the power and the person's personality creates way more interesting stories than 'he has fire and ice powers.'

Limitations and costs are your best friend; they force clever writing.

Start with a solid, simple concept and then ask 'what if' until it breaks in an interesting way. Don't just bolt two existing quirks together. Think about the physics, the biology, the psychology. Would having that power hurt? Be inconvenient? Change how you see the world? That's where the uniqueness blooms.
